States Weigh Safety With Dog Owners’ Rights

The July 23, 2007 issue of The New York Times, ran an article titled “States Weigh Safety With Dog Owners’ Rights.” The article discussed how lawmakers struggle with balancing public safety and the rights of dog owners, and touched upon the issue of breed specific legislation.
In response to the article, APDT’s executive director, Richard Spencer, sent a letter to the editor. The letter took issue with laws that discriminate against certain breeds by implying they are dangerous or vicious based solely on breed. The letter, which included the statement, “The best predictor of future behavior is past behavior.” was published on The New York Times’ Web site on July 29, 2007. The letter is still available on the web site, but in some cases visitors may be required to register in order to view the letter.
APDT has recently developed a model dangerous dog law that addresses the concerns of public safety and also respects the rights of dog owners.
